Brierwood is a Shallotte address, but most of it is not inside the town limits. The Town's records describe the 76.5-acre permit area, a former golf course with a clubhouse, as zoned Residential, RA-15, and located in the Town's extraterritorial jurisdiction, or ETJ. The ETJ is the area outside the town limits where the Town applies its planning and zoning rules, which is why the Town's Board of Aldermen, and not Brunswick County, decided the 2025 golf course permit.

A golf course within the Town's development jurisdiction needs a special use permit, even though the land is zoned residential. The planner noted in 2025 that no change of zoning was proposed along with the request. In its findings the applicant described Brierwood as one of the earliest subdivisions to develop in the Town, a statement that is the applicant's own, not the Town's.

Annexation is different. On September 2, 2025 the Board of Aldermen held a public hearing on a petition from Blum Investment Group Golf, LLC, dated July 21, 2025, to annex 27 Brierwood Road, the clubhouse parcel. The Town's agenda lists it as 3.10 acres and one single-family lot, and the action sheet says it was in the ETJ and zoned residential, with no change to the zoning map requested.

The Town Planner gave an overview, no public comments are recorded in the minutes, and the Board approved Annexation Ordinance 25-22 by a vote of 4 to 0. That parcel is now within the Town limits. The rest of the course land in the 2025 permit was not part of the annexation.

Annexation generally means a property comes under the Town's ordinances and taxes in full, not only its zoning. For what that means for a specific parcel, the Town's planning office is the place to ask, and the planner's number is on the Town's website.
